LTFRB Increases TNVS Quota for NCR; Allows ALL Hatchbacks But…

The Land Transportation Franchising and Regulatory Board (LTFRB) has again changed its mind. In a new memorandum circular, the agency has increased its TNVS allotment for Metro Manila to 65,000 units and is now allowing existing Grab and Uber hatchbacks but subject to certain conditions.

It will be recalled that the LTFRB issued a memorandum circular last month stating that TNVS units in Metro Manila would be limited to 45,000 units. This raised a lot of protests from Grab and Uber, as well as their clients who feared that there will be a shortage of rides in the metropolis. Some users noted that not all those units would be available every time because many Grab and Uber drivers are part-time.

Likewise, the LTFRB banned hatchbacks. As a result, Grab and Uber drivers of hatchbacks feared going bankrupt because of they have not yet recouped their investments on their new cars. In a subsequent memo, it changed its policy and reconsidered certain hatchback cars that met its requirements.

TODAY, February 12, the agency released its LATEST MEMO CIRCULAR stating the following:

Common supply base of TNVS in Metro Manila will be increased to 65,000 units;
Common supply base of TNVS in Metro Cebu will be 1,500 units;
Common supply base of TNVS in Pampanga will be 250 units.

ALL existing hatchbacks will be allowed for 3 YEARS for drivers to recoup their investment;
Hatchbacks will only be allowed in Metro Manila;
Fares in hatchbacks will be lower, to be set by the LTFRB at a later date.
