Resorts World Gunman Identified as Jessie Carlos, a ‘Heavily Indebted’ Casino Player

The gunman who attacked resorts World Manila has been identified. His name is Jessie Carlos, a resident of Sta. Cruz, Manila, who was heavily in debt. Carlos was identified by his parents and wife who went to the police to she light on the attack.

At a press conference Sunday morning, NCRPO chief Oscar Albayalde said Jessie Carlos was a former employee of the Department of Finance who was a casino addict. This lead to his reported P4 million plus debt from bank and other financial institutions, plus an unknown amount from other lenders. PAGCOR has barred Carlos from entering casinos due to the request of his family.

The identification of Carlos thus solidifies the authorities claim that the Resorts World attack was not an act of terrorism but an isolated case involving robbery, despite the insistence of ISIS that the attacker was one of their lone wolf soldiers. ISIS even identified the gunman as Abul-Khayr al-Arkhabili. Now, we know that this all propaganda as local authorities claimed earlier.

At the press conference, Albayalde also presented the gasoline boy from whom Carlos bought the three liters of petrol he used to burn tables and clot machines, and eventually himself.

Jessie Carlos was dismissed from the DOF due to a an issue with his SALN. According ton his family, he also sold his car and several properties to finance his casino addiction.
