The victim’s family says Genesis was arrested because he was a ‘tambay’. The victim was reportedly picked up by policemen at a sari-sari store beside their house in Novaliches because he was not wearing a shirt.

The sari sari store owner told ABS CBN News that Genesis had just bought load for his cellphone and was waiting for it to to be credited to his phone when policemen arrived. He reportedly went with the policemen peacefully.

But this is contrary to what the authorities are saying. The Quezon City Police District (QCPD) said Genesis Argoncillo’s arrest on June 15 had nothing to do with president Duterte’s ‘anti-tambay’ directive. They were merely responding to a complaint that the victim was causing trouble and booked him for alarm and scandal.

“Siya ay inaresto dahil sa pagwawala nito at rumesponde lamang ang ating mga kapulisan,” the QCPD told GMA News

They also denied that Argoncillo was beaten inside jail and this caused his death. His family’s allegation that his body bore signs of this allegation are also untrue, the QCPD said. An autopsy will support their claim, they added.

“The family of the deceased, however, alleges that violence and inhumane treatment were involved, citing a supposed broken rib and bruise marks on the cadaver,” the police said.

“But these are mere conjectures until an autopsy is performed. Besides, our policemen are under strict orders to follow the PNP protocols calling for rights-based treatment of suspects and detainees,” the QCPD added.

The authorities also told ABS CBN News that Genesis suffered from mental illness, which his family denies.

Genesis Argoncillo, according to police, complained of shortness of breath on June 19. He was then brought to Novaliches District Hospital but was pronounced dead at around 5:15 AM.

Police think the victim died due to the severe congestion inside the jail.
